A regular City Council Meeting was held at 7:00 p.m. Thursday, April
19, 2007
at the Portwood Arts and Civic Center, 800 E. Morris, Seymour,
TX 76380.
CALL TO ORDER/ ROLL CALL
by Mayor Craighead at 7:05 p.m.
Council Present:
Mayor Dan Craighead, Council Member Donald Coltharp,
MPT Don Butler, Council Member Donna Fest, Council Member Rose Tankersley,
and Council Member David Snyder.
Council Absent:
none
Counsel Present:
none
Staff Present:
City Administrator Joe Shephard, City Secretary Conchita
Torrez, Economic Development Director John Studer, Police Chief Tommy
Duncan, Police Department Secretary Jo Petty, Police Officers Curtis Priddy,
Rick Hill, Troy McMorris and Code Compliance Officer John Byrket.

Here are the Texts of these Proclamations: “
“Child Abuse Prevention Month”
Whereas, Child abuse and neglect are complex and ongoing problems
in our
society, occurring more than 826,000 times each year; and
Whereas, In Texas hundreds of children die every year from abuse
or neglect; and
Whereas, in Baylor County, our local Child Protective Services Officer
investigates an average of five reports of neglect or abuse in our community;
and
Whereas, Every child is entitled to be loved, to be cared for, to
be nurtured and to be secure; and
Whereas, Preventing child abuse and neglect is the responsibility
of all citizens and community action is needed — the Texas Department
of Protective and Regulatory Services encourages you to become an
advocate for children;
Now therefore I, Dan Craighead, Mayor of Seymour, with and on behalf
of the City Council of the City of Seymour on this, the 19th day of April,
2007, proclaim that April 2007 be
“Child Abuse Prevention Month”
in the City of Seymour and urge all citizens to work together to
help reduce child abuse and neglect significantly in the years to come.

PROCLAMATION
CITY OF SEYMOUR
DESIGNATING THE MONTH OF APRIL, 2007 AS FAIR HOUSING MONTH
AND SUPPORTING FAIR HOUSING ACTIVITIES WITHIN THE CITY.
Whereas, Title VIII of the Civil Rights Act of 1968, as amended,
prohibits discrimination in housing and declares it a national policy
to provide, within constitutional limits, for Fair Housing in the United
States; and
Whereas, the principle of Fair Housing is not only national law and
national policy, but, a fundamental human concept and entitlement
for all Americans; and
Whereas, this proclamation, during the month of April, provides an
opportunity for all Americans to recognize that complete success
in the goal of equal housing opportunity can only be accomplished with
the help and cooperation of all Americans.
NOW THEREFORE, WE, the City Council of the City of Seymour, do proclaim
April as Fair Housing Month in the City of Seymour and do hereby
urge all the citizens of this locality to become aware of and support the
Fair Housing Law.

PROCLAMATION
MUNICIPAL CLERKS WEEK
APRIL 29TH – MAY 5, 2007
WHEREAS, The Office of the Municipal Clerk, a time honored and
vital
part of local government exists throughout the world, and
WHEREAS, The Office of the Municipal Clerk is the oldest among public
servants, and
WHEREAS, The Office of the Municipal Clerk provides the professional
link
between the citizens, the local governing bodies and agencies
of government at other levels, and
WHEREAS, Municipal Clerks have pledged to be ever mindful
of their
neutrality and impartiality, rendering equal services to all.
WHEREAS, The Municipal Clerk serves as the information
center on
functions of local government and community.
WHEREAS, Municipal Clerks continually strive to improve the
administration
of the affairs of the Office of the Municipal Clerk through participation
in
education programs, seminars, workshops and the annual meetings of
their state, province, county and international professional organizations.
WHEREAS, It is most appropriate that we recognize the
accomplishments
of the Office of the Municipal Clerk.
NOW, THEREFORE, I DAN CRAIGHEAD, Mayor of SEYMOUR, TEXAS, do recognize
the week of April 29th through May 5, 2007, as Municipal Clerks Week,
and further extend appreciation to all Municipal Clerks for the vital services
they perform and their exemplary dedication to the communities they
represent.
