ANNOUNCEMENTS FROM THE MAYOR:
At this time, Mayor Craighead will
make announcements as related to the events of the previous weeks.
As always he may make any rearrangements to the order of items on
this agenda as he deems prudent in the interest of time.
Mayor Dan Craighead made comments concerning the hail storm that
occurred on Friday, April 13th. The City of Seymour was hit pretty hard,
luckily no one was physically injured that I am aware of. A few tornadoes
south of Seymour touched the ground with several buildings, cars and homes
damaged. I spoke with our City Administrator Joe Shephard to see if things
had been put into action to declare our area a Disaster Area so there can
be opportunities for low interest loans and things of that nature, and
whatever help there might be available. The Emergency Management Coordinator
has coordinated with the Emergency Management Coordinator from Lubbock
and they are getting the process going and I think at this point the County
Judge will also move this process along. Having said all this, prepare
yourself due to more bad weather heading our way. The alarm sirens were
sounded in a timely fashion. They were sounded for an extremely long time
to warn everyone of the danger.

are encouraged to indicate their interest in speaking, and upon being
recognized by the Mayor, approach the podium to express your comments.
Please speak clearly and speak directly into the microphone. Citizens
may speak on any matter other than personnel matters or matters under litigation,
for a length of time not to exceed five minutes, please. Neither
Council action nor discussion may take place on any matter, until such
matter has been placed on an agenda and posted in accordance with law.)
Kelly Fest approached the podium: Hi, my name is Kelly Fest and I
am glad that the City of Seymour sees the importance of Fair Housing
Month, because the City of Seymour can easily help provide better homeownership
opportunities to teachers, EMT Professionals and Policeman within
our city limits. According to the Housing Urban Development also known
as HUD, Seymour fits the criteria for being a designated area. Kristina
at the HUD Office said that all that was necessary was for Joe Shephard
to help with teachers and policeman with this project is to submit the
necessary paperwork to the director of HUD. Also, in looking at the agenda
this afternoon, I noticed the MasterPlan also known as the zoning ordinance
was listed for discussion, and documents I obtained from former City Secretary
Elaine Simpson last year, I noticed there were some flaws in the plan that
need to be addressed prior to implementing this or many of our businesses
will not be allowed to operate. These include several of our day care facilities,
a well known tax preparer office, a tea room and a taco stand on Cedar
Street that will all be out of compliance and forced to suspend their business.
I urge you to look over the maps for this project which in the past showed
the entire east side of Main Street as residential, thus, impacting Vita
Auto Store and every other business on Main Street. Thank You.
CONSENT AGENDA:
Items listed under the Consent Agenda are considered
routine and are generally enacted in one motion. The exception to
this rule is that a Council Member may request one or more items
to be removed from the Consent Agenda for separate discussion and action.
1. CONSIDER APPROVING THE CONSENT AGENDA AS FOLLOWS:
a) Approve Thursday, March 22, 2007, Regular Meeting Minutes, and Memo
Summary of meeting for Drawing for Order of Names of Candidates on
the Ballot (Plc.#2, Plc.#4 and Mayor position) held March 19, 2007 in the
Office of City Secretary (no Council Quorum was present).
b) Approve the bills dated March 19th , March 20th and
March 30th , 2007.
c) Accept Reports
1. MONTHLY INVESTMENT REPORT
2. 1st NATIONAL BANK ACCOUNTS REPORT SUMMARY
3. EMPLOYEE LIST
4. GOLF COURSE REVENUE AND MEMBERSHIP TOTAL REPORT
d) Accept and approve the Fiscal Year 2006-2007, City of Seymour
Quarterly Investment Report for Second Quarter (2nd) as
presented by the Investment Officers.
e) Annual review/approval of City of Seymour Investment Policy,
changes proposed by City Staff at this time.
Motion:
A motion was made by Council Member Donald Coltharp, and
seconded by Council Member Rose Tankersley, to accept the consent
agenda as presented.
Vote on Motion:
passed unanimously.
